Operational Referendum: 3 years, $3.1 million
QUESTION NUMBER I

Shall the School District of Shiocton, Outagamie County, Wisconsin be authorized to exceed the revenue limit specified in Section 121.91, Wisconsin Statutes, by $1,000,000 per year for each of the 2018-2019 and 2019-2020 school years and by $1,100,000 for the 2020-2021 school year, for non-recurring purposes, to finance ongoing operational expenses necessary to maintain the educational programs of the district?

In 2015, we told voters that we wouldn't tax for it if we didn't need it. We kept that promise, under-levying each of those three years.
In just three years, the mill rate has been reduced by $2.15, from a high of $12.80 to a low this year of $10.65. On a $100,000 house, that is a tax savings of $215.
Mill Rate Decreased Next 3 Years
Even with the proposed $2 million multi-purpose facility, the mill rate will decrease to $9.33. That's a difference of $1.32 or a tax savings of $132 on a $100,000.

In 2019-2020, the mill rate will be $9.78 and the following year, the rate will be $9.76 or nearly 90 cents less than it is today, even with the multi-purpose facility.

Mill Rate Breakdown
Of the proposed mill rates, the dark blue shows the amount that would be used for operational needs such as curriculum & instruction, teachers & support staff, academic & athletics & fine arts.
The light orange shows the amount that would be used for Fund 80, which is our Community Fund. Dollars in this fund cover costs for flag football and a supervisor for community weight room hours.
The red shows the amount of the mill rate that would cover the costs to borrow up to $2 million for the constructing and equipping of a multi-purpose facility.
